Tolly Rupert Broady graduated cum laude from Tuskegee Institute in 1940 where he subsequently taught sociology. After serving in the U.S. Army during World War II, he earned both a law degree and a Master of Arts degree in labor law from New York University. Broady practiced law in Queens and Nassau County and was appointed an administrative law judge in New York City in 1970.
